    In the first chapter, we examined the theoretical debate on the nature and significance of the human resource management (HRM) model; in this chapter we explore an approach to HRM labelled strategic human resource management, or SHRM. By a strategic approach to HRM, we are referring to a managerial process requiring human resource (HR) policies and practices to be linked with the strategic objectives of the organization. Just as the term ‘human resource management’ has been contested, so too has the notion of SHRM. One aspect for debate is the lack of conceptual clarity (Bamberger & Meshoulam, 2000). Do, for example, the related concepts of SHRM and HR strategy relate to a process or an outcome?

    Over the last ten years, against a backdrop of a long period of union decline, discussion of union strategy has become increasingly common in the English-language industrial relations (IR) literature. The goal of this chapter is to offer a framework for conceptualizing and analyzing union strategy, situating it within its wider contexts. The chapter adopts a strategic choice perspective and uses the notion of ???organizational life cycles??? to make sense of existing studies of union strategy. One of the advantages of the life cycle model is that it helps us to critically review the present arguments surrounding the strategic challenges that unions face in the Anglo-American world. Some degree of caution must be exercised, however, when borrowing concepts from management theory. There are important parallels with business firms, but trade unions as organizations also have distinctive features which need to be carefully incorporated into the analysis. We begin with a discussion of what we mean by ???strategy??? in trade unions.

    ntroduction Since the 1980s, human resource management (HRM) has become the most widely recognized term in the Anglophone world referring to the activities of management in organizing work and managing people to achieve organizational ends. The term is not restricted to organizations in the Anglo-American sphere: it is popular in the Francophone and Hispanic worlds and is growing in the Arabian world, among others.1 HRM is an inevitable process that accompanies the growth of organizations (Watson, 2005). It is central to entrepreneurial and managerial activity and occurs whether or not HR specialists are employed to assist in the process. It can certainly be reformed and renewed as organizations change but it is not something that can ever be ???restructured??? out of organizations unless everyone is laid off???but then the organization itself will die.

    Introduction Human resource management covers a vast array of activities and shows a huge range of variations across occupations, organizational levels, business units, firms, industries, and societies. This confusing detail and profound diversity naturally begs a fundamental question: what are employers seeking through engaging in HRM and how do their goals for HRM relate to their broader business goals? The question that drives this chapter is not about the reasons for individual HR policies and practices, important though they may be, but about the underpinning objectives of employers. In terms of the ???level of analysis??? involved, the focus is on goals that characterize whole employing units: that is, firms or, where these are diversified and devolved in labor management, business units, or establishments within them. This unit of analysis should not, however, be seen as implying that firms are somehow isolated islands. The chapter will lay emphasis on the fact that employer goals are inevitably affected by the sectoral and societal contexts within which firms operate.
